Administrative Law &
Government Contracts

Coppersmith Brockelman has a robust administrative law and government contracts practice. Our lawyers have represented clients in some of Arizona’s largest and most difficult bid protest proceedings, including successfully defending the largest bid protest of a health care contract in state history. Our work routinely involves:

  • Protesting and defending contract awards in bid protest before contracting agencies, administrative hearings at the Arizona Office of Administrative Hearings, and subsequent superior court and appellate proceedings.
  • A wide variety of issues such as bidding procedures, conflicts of interest, scoring of bids, bidder responsibility and qualifications, statutory interpretation, scope of agency discretion, and similar difficult, and frequently contentious issues.

Because of the depth and breadth of our experience, clients frequently retain us to assist them in the procurement process to help shape the original procurement, subsequent amendments, and responses to the procurement, and to provide advice regarding protests. We believe we add true value in helping clients assess how defending against or pursuing a protest fits into the client’s overall business goals.
