Melissa (Mel) Soliz is a partner at Coppersmith Brockelman, PLC, where she leads the firm’s data interoperability and technology practice. Her work focuses on the intersection of law, system design, and real-world data exchange, helping clients translate complex regulatory requirements into functioning data-sharing systems. Mel advises on federal and state data privacy and interoperability laws, including HIPAA, 42 USC 290dd-2 and 42 CFR Part 2, the 21st Century Cures Act (including the ONC Information Blocking Rule, CMS interoperability mandates, and ONC Certification Program), health information networks and exchanges (TEFCA, Carequality, CommonWell, and DURSA), artificial intelligence (AI), and state health and consumer data privacy laws.
Mel has deep experience working with health care providers, payers, and technology companies on data strategy and compliance, as well as the design and implementation of complex data-sharing platforms, including behavioral health and community information exchange. Her practice also includes health IT contracting, AI development and implementation, network audits and investigations, data breaches and regulatory inquiries, and clinical research compliance and contracting. Mel is particularly focused on where interoperability breaks down in practice, whether due to system design, data access disputes, or misalignment across overlapping legal regimes. She helps clients not only comply with evolving requirements but also operationalize and defend their data-sharing strategies in real-world environments.
She is a frequent speaker at national and local forums and is active in state and federal policy discussions on data privacy and health information exchange. Mel serves as President of the Arizona Society of Healthcare Attorneys (AzSHA) and Co-Chair of The Sequoia Project Privacy & Consent Workgroup. She is recognized by Chambers USA, Best Lawyers©, and Super Lawyers, and was named a 2025 Arizona Capitol Times Women Achievers and a 2025 AzBusiness Emerging Leader in Arizona Law.
