Bo Dul is well-known and respected in Arizona and nationwide for her extensive experience in election, political, and public law counseling and litigation. She brings a rare combination of legal expertise, civic leadership, and public service insight to the firm, shaped by nearly two decades working across government, private practice, and nonprofit organizations.

Bo most recently served as General Counsel to Arizona Gov. Katie Hobbs, where she built and led the governor’s legal team, managed high-profile litigation, and advised on a wide range of legal matters, including judicial and executive appointments, executive orders, and state agency issues. Prior to this, Bo held senior roles in the Arizona Secretary of State’s Office, including General Counsel and State Elections Director. She played a central role in overseeing the state’s election systems and processes, shaping election policy, and defending election procedures and results in litigation in state and federal court.

Bo represents government entities, officials, candidates, political action committees, nonprofit organizations, voters, and others with an interest in the democratic process on issues relating to election administration, constitutional law, voting rights, ballot access, campaign finance, public records, public policy, and related litigation. Bo is also experienced in complex commercial litigation, including contractual disputes, consumer class actions, and general business litigation. Additionally, she assists clients with compliance and internal investigations in matters involving allegations of fraud, employee misconduct, and violations of anti-bribery and anti-corruption laws. Recognized with numerous awards for civic leadership and public service, Bo is a frequent collaborator on local and national efforts to strengthen democracy, good governance, and civil rights. She is trilingual in English, Spanish, and Khmer.

Representative Matters

  • Built and led the Arizona Governor’s Office legal team and represented and advised governor and senior leadership in litigation and on federal, state, and local laws on a wide range of matters touching on nearly every aspect of state government
  • Served as liaison for the Governor’s Office to attorneys at the Arizona Attorney General’s Office and state executive agencies, providing strategic legal direction to ensure policy and priority alignment across agencies
  • Represented the governor as amicus curiae in Planned Parenthood Arizona, Inc. v. Mayes, uplifting the stories and voices of Arizona women and arguing that access to abortion care is critical to Arizonans
  • Provided legal advice to all divisions of the Arizona Secretary of State’s Office, including Elections Services, Business Services, State Library, Archives & Public Records, Address Confidentiality Program, Administrative Rules, and Administration
  • Represented the Arizona Secretary of State and directed litigation strategy in nearly two dozen lawsuits to defend the results and integrity of the 2020 and 2022 elections
  • As Arizona State Elections Director, drafted the Arizona Elections Procedures Manual issued by the Secretary of State, worked with county election officials to ensure fair and secure elections, coordinated statewide compliance with federal and state election laws, managed the statewide voter registration system, oversaw the Secretary of State’s certification of election results, and oversaw the filing and processing of candidate nomination petitions, statewide ballot initiatives, referenda, recall petitions, financial disclosures, campaign finance and lobbying reporting, and third-party complaints
  • Represented voters, campaigns, political committees, and others in state and federal litigation across the country, including challenging state and local voting restrictions
  • Assisted clients with compliance and internal and government investigations relating to the Foreign Corrupt Practices Act and other anti-corruption laws to prevent violations and minimize liability risk
  • Represented clients nationwide in complex commercial litigation in state and federal courts in matters regarding business and contract disputes, securities litigation, and consumer class actions
  • Successfully represented immigrants seeking asylum and other forms of relief from deportation
  • Won injunctive relief and negotiated favorable settlement relating to Native American and Muslim prisoners’ civil and religious rights
  • Founded 501(c)(3) legal organization to provide free legal services to low-income immigrant families in Phoenix facing deportation and family separation
