Andrea has over 20 years of experience counseling health care clients—from start-ups to large academic medical centers—on regulatory, compliance and risk management issues, with particular expertise in health information technology transactions and data privacy/security. Prior to joining Coppersmith Brockelman, she served for over a decade as in-house counsel for ChristianaCare, the largest health system in Delaware. At Christiana, Andrea specialized in leading complex transactions and contract negotiations for all aspects of the organization’s health information technology and innovation centers.  Andrea started her legal career in the health care and litigation departments of ReedSmith LLP, where she advised institutional providers across the industry, including hospitals and health systems, academic medical centers, pharmacies, pharmaceutical companies and nursing homes. She then spent several years as in-house counsel for Health Partners, a Medicare/Medicaid HMO in Philadelphia, where she represented the plan in civil litigation, administrative hearings, mediation and arbitration.

In addition to her legal practice, Andrea teaches law school, graduate, and undergraduate courses in health law and ethics, HIPAA privacy and security, health care compliance, the law of patient care and clinical research.

Representative Matters

  • Served as lead counsel for hospital in information technology transactions involving telehealth, electronic health records, health information exchanges, data registries and data sharing.
  • Negotiated enterprise agreements for all aspects of health information technology program, including licensing, SaaS, consulting, data use, information governance and business associate agreements.
  • Advised hospital leadership on clinical integration with physician groups and joint ventures.
  • Worked with clinical leadership teams on patient care issues including informed consent, guardianship proceedings, medical staff/peer review, fraud and abuse compliance, licensure and accreditation.
  • Represented pharmaceutical companies and medical device manufacturers in complex multidistrict product liability litigation.
