Melissa (Mel) Soliz is a partner with Coppersmith Brockelman, PLC in Phoenix, Arizona. She leads the Firm’s data interoperability and technology practice where the focus is on advising companies on the intersection of technology and data privacy, security and interoperability. Mel provides practical, real world solutions to challenges involving HIPAA, 42 USC 290dd-2 and 42 CFR Part 2 (Part 2), the 21st Century Cures Act (e.g., the ASTP/ONC Information Blocking Rule, CMS interoperability mandates and ASTP/ONC Certification Program), health information networks/exchanges (HIN/HIEs) (including TEFCA, Carequality, CommonWell and DURSA), artificial intelligence (AI) laws and policies, and state health data and consumer data privacy laws. She has deep experience working with companies on data strategy and compliance, the design and implementation of complex data sharing platforms (including for behavioral health/substance use disorders data and community information exchange), health IT contracting, AI development and implementation, network audits/investigations, data breaches and regulatory investigations, and clinical research compliance/contracting.
Mel regularly speaks in local and national forums on these topics and has been active in state and federal policy making on data privacy and HIN/HIE issues. She is the President of the Arizona Society of Healthcare Attorneys, Co-Chair of the Sequoia Project Privacy & Consent Workgroup, and is recognized by Chambers USA, Best Lawyers©, Super Lawyers and others for her work. She is an Arizona Capitol Times 2025 Women Achievers and AzBusiness Magazine 2025 Emerging Leaders in Arizona Law awardee.
